Foreword

Dr. Abdel Majid Al Rifai

A big debate is taking place today on the features of the Information society, the concepts related to this society, and how these concepts are reflected on the different social, cultural, political, economic and administrative issues; in addition to the mechanism and activities related to these concepts. What we want to focus on, in this issue, is the rupture imposed, as a result of transfer from the previous "Age of Energy" to the complicated "Age of Information". This rupture is characterized by a shift from the "alternative energy", the backbone in the "Energy Society" to the "convergence technology" in the "Information Society".
This shift concurs with the astound transfer that took place in the World of Communications, and which, in its turn, established new unknown concepts.
The rupture that took place is also characterized by a fundamental transfer in the concept of Revolution. In the "Energy Society", the main material, the energy, was constantly decreasing due to continuous production, use and distribution. Whereas in the "Information Society", each time we produce, reproduce and distribute an Information, we increase in production. Knowledge was the cornerstone that helped to increase the "resources".
This in its turn founded main and fundamental amendment on the economy theories that prevailed the 20th century. Another characteristic of the rupture that took place is the significant shift from a central pyramidal administration, to a new highly flexible administration, able to response immediately to the challenges of fast communication and its complicated integration.
This phenomenon is not limited to certain matters. It has, in fact, touched on all aspects of life, even the political aspect.
Thus, new concepts have been established related to democracy, parliament, elections, etc. The challenges, promises, and confrontations of the Information Society imposes immediate and thorough responses, that will enable us to integrate in this age with all the new concept it carries. The Arab Club for Information, a non-governmental joint Arab organization, is characterized by absolute flexibility, is the foremost access to confront the challenges of the information society.
We want Arabcin to be a tool that develops cooperation and coordination among the Arab institutions, in the Arab Homeland and abroad, working in the relevant field of information sciences. We also wanted Arabcin to be a tool for the Dialogue of Civilizations, for a better future for human beings. This is a chance in front of us that we must understand and make good use of it.
